Waypoint’s client is seeking an RTM Systems Engineer who combines systems engineering discipline with hands-on expertise in JIRA and Confluence to ensure accurate taxonomy, traceability, and synchronization across complex development efforts. This role sits at the intersection of governance, technical rigor, and cross-program coordination, ensuring consistent recordkeeping and alignment to SAFe Release Train Management (RTM) practices.

The RTM Systems Engineer will be responsible for creating and maintaining accurate records in JIRA/Confluence across Solution Epics, Program Epics, and Features, while ensuring traceability, dependencies, and documentation are properly managed to support enterprise development efforts.

Responsibilities
  • Ensure all taxonomy elements (Solution Epics, Program Epics, Features) are linked correctly with dependencies, tags, and labels in JIRA.
  • Enforce adherence to SAFe Core Values, including fixed schedules, common PI length, known velocity, face-to-face PI planning, and consistent cadence.
  • Create and maintain documentation of dependencies and interrelationships across development activities and release trains.
  • Track associated risks and opportunities within RTM risk boards.
  • Coordinate with Product Owners, Feature Support Engineers, and RTM boards to prepare features for execution and demonstrate capability accomplishments for Government approval.
  • Synchronize development activity with other Agency Program Offices where services are leveraged or capabilities integrated.
  • Capture architecture and system documentation in standardized formats for release trains.
  • Translate requirements into Program Epics and Features in collaboration with engineers, Product Owners, and mission stakeholders.
  • Support cross-train and enterprise synchronization by ensuring accurate requirements translation and system documentation.

Required
  • Active TS/SCI clearance.
  • Bachelor’s degree with 4+ years of relevant experience, or Master’s degree with 2+ years of relevant experience.
  • Experience drafting detailed application program coding specifications.
  • Experience integrating development efforts across multiple systems/segments.
Desired
  • Experience leading tasks for modifying complex application programs from specifications and Discrepancy Reports.
  • Deep expertise configuring and governing JIRA/Confluence records, and ensuring traceability.
  • Experience translating requirements into Solution/Program Epics and Features with acceptance criteria aligned to SAFe/RTM practices.
  • Familiarity with dependency tracking in JIRA, including use of linkages, boards, and reviews to resolve issues.
  • Experience using Confluence templates, macros, and workflows to maintain enterprise documentation.
  • Understanding of architecture documentation (ADRs, interface specifications, non-functional requirements).
  • Knowledge of SAFe Agile constructs (Solution Epics, Capabilities, Features) to support Release Train Management alignment.
  • Strong communication skills for enterprise-wide collaboration, synchronization, and reporting.
  • Experience supporting the National Geospatial-Intelligence Agency (NGA).
