The Cyber Operations SME SETA provides multi-disciplinary knowledge in modern cyber defense tactics, techniques, procedures, and technologies, such as Security Information and Event Management (SIEM) systems, Host- and Network-based Intrusion Detection/Prevention Systems (HIDS/HIPS, NIDS/NIPS), malware analysis systems.

The Cyber SME SETA supports the following functional management roles:
  • Program Management Support
  • Operational readiness, verification, and validation reviews
  • Program protection and Information Assurance (IA)
  • Development and evaluation of communications systems and information technology strategic plans, roadmaps, architectures, and program plans
  • Review and update Government acquisition policies and procedures
Responsibilities:
  • Establish plan, prepare, and present briefings, reports, and presentations to CIO, CISO, and SOC leadership, senior NRO decision-makers, security staff, and other US Government consumers in a manner that meets their specified requirements.
  • Support lifecycle management requirements including: strategic planning, requirements development, portfolio management input, program management, project management and governance activities.
  • Support functional analysis of current and proposed operations of distributed information systems workflows and their associated workloads; user/system interactions; information needs; performance support system, and other resource requirements.
  • Support impact analysis of time and resource requirements for lifecycle support to current and proposed distributed information systems.
  • Support impact analysis of systems engineering issues related to Cyber Operations support activities.
  • Support tradeoff analysis including results on operational effectiveness, performance, risk, and cost.
  • Support developing and implementing a Cybersecurity Defense Service Expansion Plan to ensure visibility and reporting of expansion progress to enable effective management of cost, schedule, and performance.
  • Support independent technical analysis of requirements and draft acquisition Functional Requirements Document (FRD).
Requirements:
  • Bachelor's degree
  • Expert knowledge and experience with national cybersecurity policy development processes, interagency strategic/operational planning, as well as the application and integration of all instruments of cybersecurity defense for protecting the NIE and NRO missions.
  • Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment.
  • Demonstrated ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences, to include senior-level policymakers.
  • Requires 8570 compliance, such as CISSP, CISM, CEH, etc.
